Ellen G. White: Yes
Biblical Teaching: No
Ellen G. White, who the SDA Church believes was inspired no differently than the biblical writers, claimed that, before praying for someone who is sick they need to be consulted as to whether or not they have paid tithe or caused any problems in the Church.
The Bible says nothing of the sort but that prayers should be made for all people which Paul said in the context of wicked leadership like kings and those in authority (1 Timothy 2:1). This idea is an Advent-ism that only comes from the pen of Ellen G. White and not the Bible.
